Donna F. Barbisch (Maj. General, Retired), DrHA, MPH General Barbisch is among the nation’s most distinguished experts in terrorism, disaster preparedness and national and international security interoperability. She served in a multitude of active and reserve military assignments from Vietnam to the Pentagon to the Department of Veterans Affairs’ Technical Advisory Committee on Emergency Management. General Barbisch has more than 20 years experience in managing complex emergency medical planning, response, and recovery activities as well as working with private and public organizations.

Thyra L. Mannozzi, M.C.R.P. is the Executive Director of HAIC.  She was most recently Deputy Administrator for the Washington D.C. Department of Health, where she ran the bioterrorism preparedness program. She was responsible for creating the Emergency Health Reserve Corps and writing the plans for pre and post event smallpox for Washington, D.C., and for planning and implementing the Nebraska Statewide Trauma System.

Fernando Daniels, III, M.D., FACEP Fernando Daniels, III, M.D. is the former Medical Director of the DC Fire and Emergency Medical Services Department. He served as the EMS and Trauma Director for the Department of Emergency Medicine at Howard University Hospital and is currently an Assistant Professor in the Department of Emergency Medicine. He is a member of numerous hospital wide committees is past president and vice-president of the DC chapter of the American College of Emergency Physicians. Dr. Daniels served as the Emergency Medicine Section Chair of the National Medical Association and has been published in its prestigious Journal (JNMA).

Helen A. White is Founder and President of Health Care Strategies Group, Inc, an international professional healthcare firm. She has consulted on 35 major projects that included strategic planning and market analysis for new and replacement hospital and healthcare facilities.

Donald A. Donahue, Jr., LTC (Ret), U.S. Army is a founder and managing partner of Diogenec Group, LLP, a strategic advisory and consulting firm serving the homeland security and medical communities. He has played a key role in planning anthrax and smallpox immunization programs (Department of Defense) and medical responses to weapons of mass destruction and natural disasters (Joint Forces Command).

Michael Mannozzi is the Director of Emergency Operations.   He most recently served as Special Operations Coordinator for the Department of Health, Emergency Health and Medical services Administration. He has extensive emergency response experience and has responded to 70+ public health emergencies with the Department of Health including five national Special Security Events.
